The rate of growth of an adventurer's falna varies from person to person and on top of that to keep growing they need to do more than what they did in the past. Now thats just for stats, to level up they also need to do a sudden and commendable combat achievement thats proportional to their current strength.

Lilli has so far been through a lot but most of it was non combative and on top of that the only major achievements she has made were mental/social ones (she would be strong if she was a magic caster, but unfortunately not). Also Bell is an exception, most adventures take years or their entire life time to progress to level 3 and usually stop trying at level 4.
